Item 81: A jointly compatible practical-response ecology

The public certificate is PracticalCert(e, s, Π_s; M, ε) on every edge into a service occurrence, against the one response Π_s realized there (NormativeInductionInterface.Evaluation.PracticalUptake). disjoint_adequate_sets_force_loss shows two obligations can share a feasible region while no response certifies both. No adapter is known that, for a declared obligation class and value semantics, produces a jointly certifying response or an accountable separation whenever one exists.

Deliverable shape: an adapter with a theorem that every serviced bundle in the class is either jointly certified against one response or accountably split, with a witness of each outcome. Acceptance check: the module audits clean and python3 tests/run.py is green.
