Item 93: Discovery of decision-relevant reasons: the repertoire and the budget

The third pass of the non-capture compilation round (projects/deference/rounds/2026-09-16-noncapture-compilation/) states the discovery residual as the omission gain of the undiscovered adverse reasons, bounds it by their conditional adverse sensitivity above the docket, and characterizes its least worst-case value: with unbounded inquiry budget, exactly the largest information-cell gap of the declared repertoire (residual_ge_cellGap, exhaustive_attains_cellGap); with a budget, a decision-tree minimax value with no closed form, and no fractional-progress theorem for direct-query repertoires (the needle). The frontier — undetermined reasons of positive conditional adverse mass — is the engine's obligation (residual_le_zero_of_frontier_empty), and the bound composes with the second-pass theorem (li_noncapture_chain). What is open: (a) a realizable inquiry engine whose declared repertoire separates what the committed program's verdict separates, with a certified budget, so that β_n = 0 is attained rather than assumed; (b) the witness-completeness property of a repertoire (aggregate tests that split every high-residual cell by a fixed fraction), under which the geometric progress theorem (potential_decay) applies, and which classes of declared interfaces admit such tests; (c) the relation between the engine's declared hypothesis space and the normativity record's docketed inquiry obligations (items 54 and 64), so that the frontier of this round and the Do(investigate …) obligations of wiki/Normative-Record-and-Inquiry.md are one object.

Deliverable shape: a repertoire and budget for a concrete declared interface with the cell gap computed and certified zero, or the exact obstruction cell exhibited; the witness-completeness certificate for a named class of tests; a fixture in which the frontier and the record's inquiry docket coincide. Acceptance check: python3 tests/run.py green; Lean audits clean.
