Statement
A refinement of an agent's information is decision-flat, no coupling edge of the utility crossing a cell, exactly when every cellwise assembly, updateful across cells and updateless within each, is optimal for every utility respecting the coupling graph.

Notes
The repository's one theorem of the form 'what to be updateful about'; it says the answer is a property of the utility's coupling graph, not of the subject matter (the filing session's reading). Pairwise coupling only; the hypergraph extension is the sibling step.
Bridge card
A conjunct of the informal claim account-via-decision-flatness: The coupling-graph characterization of decision-flat refinements, extended beyond pairwise coupling, is the account of what an updateless agent is updateful about.
Declaration decisionFlat_iff (record decision-flat-refinements.record)
The declaration's decision-flatness is the absence of coupling edges across cells and its right-hand side is the optimality of every cellwise assembly, so the biconditional characterizes which refinements an updateless agent can accept without loss, which is the question the maintainer asks.
Hypotheses, read:
- pairwise-coupling-setting definitional: The utility's coupling is a graph of pairwise interactions between information cells, as the package's Flat module defines it.
Completeness (decision-flat-refinements.complete): No hypothesis beyond pairwise coupling is needed for the characterization.
