Statement
An exact legitimate-world estimate of the consequences of illegitimacy exists if and only if every atom carrying illegitimate mass also carries legitimate mass, and the voided set of a voiding action never does.

Notes
Formal result in leaf form. For voiding actions the defense must rest on evaluators who model the counterfactual rather than on sampling.
Filed as a formal result (record, setting, bridge, completeness) in place of the one-sentence step the branch filed: what the kernel settled is the record, and what a human still checks is the bridge, whether the declaration says what this sentence says. The step's estimate (smithy-verity-220) stays in the ledger as history. The declaration is not in a claims registry, so the record reads not in a claims registry until it is registered.
Bridge card
Connected to no informal claim yet: held by legitimacy.
Declaration Phi_exact_iff (record inferability-positivity.record)
The declarations state that the legitimate score is exactly inferable iff the atomwise products match, and some weighting is exact iff absolute continuity holds, so inferability and positivity are one condition.
Hypotheses, read:
- inferability-positivity.setting definitional: A finite problem with legitimacy and harm indicators over atoms, the masses pL and pN free in the abstract form, as the package fixes it.
Completeness (inferability-positivity.complete): No premise beyond the proved declaration, its stated setting and its bridge is needed for the informal reading of inferability positivity to hold.

Each verb opens a prefilled issue; a round files what lands as the ledger event it is.
