Statement
In the finite shadow of a BLI prior, an agent that learns its policy over time and one that freezes it at the prior separate as Theorem A and Theorem B's learning half state, and two conjectures of Soto's 2023 notes are refuted.

Notes
The nearest formal object to the idea that the reality of other branches decays, and evidence for the partial-updatelessness picture of the tractability crux. Flagged on one fidelity label (ExactAsymptoticClause), which the label-repair task given to the bridge removes.

Declaration theoremA (record learning-versus-freezing.record)
The declaration's learning and freezing agents are the two policies Soto's PDF 14 contrasts, and its separation is the learning-versus-freezing claim as that source states it, with the asymptotic clause read as the package's label says once repaired.
Hypotheses, read:
- finite-bli-shadow-setting definitional: The prior is the finite shadow of a BLI as the package defines it, with the learning and freezing agents as its two policies.
Completeness (learning-versus-freezing.complete): No hypothesis beyond the finite shadow is needed for the separation.
