Statement
The one conjunct is the registered local delegation bridge: for nonnegative cell masses and grade trust at level η, the comparator's valuation plus its grade margin minus 2η times the disagreement mass is at most the valuation of delegating. That establishes the claim's inequality over a finite exact-rational cell type; it does not establish attainment (the witness E1 is a separate declaration in the file), the uniform form without the trust hypothesis, or anything in the logical-induction setting, and it does not produce grade trust.
