Statement
The definition of optimality is part of the subject matter of decision theories, so arguments that decision theory is systematized winning need a notion of winning that presupposes no theory's optimality, and the decision-problems formal core supplies that notion through calibration of decision problems.

(that is: the definition of optimality is part of the subject matter of decision theories, so it cannot be used to judge between them)."
Notes
The maintainer's own statement of what the decision-problems formal core is for, which the plan decision-problems-formal-core cites; the shared claim calibration-as-fairness under that plan is its downstream form.
