Ruling 35's construction applied to reasons-statics-public; the directions are PRIORITIES items 54 to 58 (the reason-state blockers) and the semantics the public line sets aside (projects/normativity/notes/PRIOR_ART.md, section 3). The routes are the filing session's reading.
