Verdict NORMATIVITY-PROGRAM-CONSOLIDATED-SEPTEMBER-2026 — the fixed-era layer is compact and its boundary is explicit; the diachronic conceptual theory is reconciled with it, meeting exactly at divergent attention, where the note's service dichotomy ends and the mathematics of defect begins; prior art is classified by role with three probable rediscoveries named; and the shortest path to legitimacy runs through certifying semantic transport and a theory of authorized disposition, not through further fixed-era work.

Consolidation dispatch — merge PR75, open PR76
Verbatim, as received. This is a consolidation checkpoint, not a research round: it was dispatched to merge the affordability round and then produce a single coherent September 2026 view of the program.
Merge PR75, then open PR76: full normativity / legitimacy consolidation checkpoint
Work in A-M-Berns/alignment-workspace.
This is a consolidation task, not a new research round.
There are two sequential jobs:
- review and merge PR75 if its current head is mergeable and the final consistency checks pass;
- from the resulting
main, open PR76 whose purpose is to consolidate the current state of the normativity / diachronic-answerability / legitimacy program into one coherent, human- and agent-readable checkpoint.
Do not extend PR75 with another research dispatch.
Do not use PR76 to chase new theorems unless a contradiction must be repaired to make the existing theory coherent.
Part I — close PR75
Inspect PR75 in full, especially its final dispatch and canonical endpoint:
SHARP_TIMELY_SERVICE.mdCONSISTENCY_AUDIT.mdSERVICE_TRANSFER.mdFIXED_ERA_THEOREM.mdSHARP_SERVICEABILITY.mdSHARP_PERSISTENCE.mdBOUNDED_DELAY_TRANSPORT.mdBOUNDED_DELAY_AFFORDABILITY.mdEVENTUAL_VS_UNIFORM_SERVICE.mdDEADLINE_INSOLVENCY.mdJOINT_SERVICEABILITY.mdCLOSED_LOOP_EXISTENCE.mdPROVENANCE.md
Run the relevant tests and repository gates.
Check that the PR body accurately marks historical claims as withdrawn where later dispatches superseded them. The PR body is allowed to remain chronological provenance; it does not have to be rewritten into a current-theory document.
The canonical mathematical endpoint to verify is Sharp Timely Service:
$$ E_{\mu_N^r}[d^r] \le L_rK_r \frac{2\sqrt{B_r}+\sqrt{U_r}} {\sqrt{A_N^r}} + \bar\epsilon_N^r(T) + \bar D_r\frac{R_N^r}{C_N^r}, $$
under its stated service, sharp-linear affordability, MarketMaker, nested-assessment, and temporal-stability hypotheses.
Confirm that its asymptotic corollaries are correctly typed and that no known contradiction from CONSISTENCY_AUDIT.md survives as a current assertion.
If PR75 passes, merge it.
If there is a small blocking inconsistency, repair only what is necessary to make the already-intended final state correct, then merge.
Do not begin PR76 from the unmerged PR75 branch.
Part II — open PR76 from merged main
Create a new branch from the post-PR75 main.
Open PR76 with a title along the lines of:
Consolidate diachronic answerability, normativity, and legitimacy roadmap
This PR should be a full agent-consolidated checkpoint of the current research program.
Its job is to answer, coherently and in one place:
$$ \boxed{\text{What is the theory now?}} $$
$$ \boxed{\text{What is actually established?}} $$
$$ \boxed{\text{What remains open?}} $$
$$ \boxed{\text{How does the current mathematics connect to legitimacy and corrigibility?}} $$
The target audience is:
- the maintainer returning after time away;
- a collaborator trying to understand the program;
- a strong research agent starting a new round;
- eventually, authors trying to extract papers from the work.
A reader should not have to reconstruct the theory by reading research rounds chronologically.
Required inputs
Read broadly before editing.
At minimum include:
A. PR75 / affordability / serviceability
All canonical PR75 endpoint documents, with SHARP_TIMELY_SERVICE.md treated as the positive theorem endpoint rather than the chronological PR body.
B. Progress
Read the full Progress consolidation, especially:
projects/normativity/legitimacy/rounds/2026-08-30-progress-consolidation/
Identify:
- what Progress means now;
- service-weighted versus claim-weighted Progress;
- which older Persistent Relevance / Surface Fairness formulations survive;
- what Service Transport superseded or repaired.
C. Action theory / Actionability / Uptake
Read the current action-theoretic and enforcement material that leads to:
$$ \mathrm{Gain} \ge a\,\phi(d)-\mathrm{Friction}. $$
Recover the current role of:
- Actionability;
- coercivity;
- allocated authority;
- reactive control laws;
- realized corrective force;
- MarketMaker Uptake;
- common-region versus reason-relative scoring.
Do not conflate action theory with affordability.
D. Traderization / liability substrate
Read the current traderized enforcement and liability material, including at least:
projects/normativity/notes/TRADERIZED_FORCE_INTERFACE.md- relevant material under
projects/normativity/rounds/2026-08-16-traderized-enforcement/ projects/normativity/legitimacy/rounds/2026-08-30-liability-theory/projects/normativity/legitimacy/rounds/2026-08-30-progress-liability-hard-pass/
Recover the exact roles of:
- traderization;
- liability;
- preservation;
- settlement-relative safety;
- conservative versus signed-account affordability;
- projection/deficit enforcement;
- per-row versus aggregate accounting.
E. Settlement / interaction semantics
Read the current settlement interface and the August consolidation, including:
projects/normativity/consolidation-aug9/
especially the settlement theory.
Recover the narrow waist:
$$ \text{interaction} \to \text{settlement} \to \text{normative interpretation} \to \text{controlled learner} $$
and preserve the distinctions among:
- world;
- settlement engine;
- pins;
- bridge warrants;
- endorsement;
- normative force.
F. Diachronic Answerability / self-revision
Treat the following PDF as a first-class required input:
/Users/anson/Downloads/diachronic_answerability_self_revision_v3.pdf
Read it in full.
Do not merely summarize it.
Reconcile its conceptual theory of:
- diachronic Answerability;
- inherited reasons;
- self-revision;
- burden transfer;
- defeat / disposition;
- preservation of normative claims across time;
- claims on future normative capacity;
with what PR75 has now established mathematically about:
- claim streams;
- allocated service;
- transport;
- timeliness;
- affordability;
- deadline insolvency;
- semantic transport error.
Explicitly state where the PDF's conceptual language now has a concrete mathematical realization and where it remains substantially open.
If the file is not available in the execution environment, do not silently omit it. Record this as a blocker to a complete consolidation.
G. Current deference / corrigibility roadmap
Read enough of the current deference/corrigibility work to locate the normativity program as a dependency.
The consolidation should explain which pieces of legitimacy are intended to feed the deference/corrigibility consumer, but do not turn PR76 into a deference research round.
The central consolidation task
Construct the smallest current theory.
Do not preserve concepts merely because they appeared in earlier rounds.
For every major concept, decide whether it is:
- current and load-bearing;
- a useful specialization;
- an interface assumption;
- superseded;
- merely motivational;
- genuinely open.
The checkpoint must distinguish these states visibly.
A future agent should never have to infer from dates which theorem is current.
Canonical dependency spine
Try to produce one canonical theorem/interface spine.
A plausible starting point is:
$$ \boxed{\text{Settlement / interaction semantics}} $$
$$ \downarrow $$
$$ \boxed{\text{Answerability generates claims on future normative capacity}} $$
$$ \downarrow $$
$$ \boxed{\text{Actionability specifies what corrective authority can do}} $$
$$ \downarrow $$
$$ \boxed{\text{traderized LI supplies Uptake under bounded liability}} $$
$$ \downarrow $$
$$ \boxed{\text{allocated authority produces service-weighted Progress}} $$
$$ \downarrow $$
$$ \boxed{\text{Service Transport relates delivered service to inherited claims}} $$
$$ \downarrow $$
$$ \boxed{\text{affordability/serviceability determines whether such service can persist}} $$
$$ \downarrow $$
$$ \boxed{\text{claim-weighted Sustainable Progress}} $$
and, in the sharp-linear timely specialization,
$$ \boxed{ \text{sharp-linear affordability} + \text{timely semantic transport} \Longrightarrow \text{Progress up to semantic delay only}. } $$
But audit this spine rather than copying it unquestioned.
Determine whether Actionability belongs before or after Answerability's service allocation, and distinguish the normative demand from the force mechanism that realizes it.
A crucial conceptual distinction: fixed-era theory versus legitimacy proper
The consolidation must draw a bright line around what PR75 actually solved.
PR75 gives a strong fixed-era answer to something like:
When can standing normative claims receive safe, affordable, timely, progress-producing service?
It does not yet solve:
- which reasons survive a self-revision;
- when one reason may defeat or replace another;
- how the content of a reason is transported across representational or evaluator change;
- what makes a successor answerable to a predecessor;
- how to prevent manipulation of the process generating the reasons;
- counterfactual non-capture;
- full legitimacy;
- corrigibility.
Make that boundary impossible to miss.
A useful top-level decomposition may be:
Layer I — Fixed-era normative dynamics
Largely consolidated.
Includes:
- force;
- Actionability;
- Uptake;
- liability;
- Progress;
- claims/service;
- Service Transport;
- affordability;
- timely serviceability;
- deadline insolvency.
Layer II — Diachronic legitimacy across revision
Still substantially open.
Includes:
- reason identity across revision;
- content-preserving transfer;
- justified defeat/disposition;
- semantic transport across eras;
- successor answerability;
- revision of evaluation procedures.
Layer III — Counterfactual legitimacy / non-capture
Open.
Includes the question whether the very process producing later reasons or evaluators has been manipulated, foreclosed, or captured.
Layer IV — Corrigibility / deference consumer
Downstream.
State what a legitimacy theorem would need to provide to the consumer.
Do not force this exact four-layer decomposition if a better one emerges from the sources.
Consolidated status ledger
Create a canonical status document.
For every major result/interface, classify it with one of a small number of statuses such as:
- proved / derived
- test-supported
- Lean-proved
- established specialization
- interface assumption
- conjectural
- open
- superseded
- interpretive only
Do not blur theorem status with philosophical confidence.
At minimum classify:
- traderized projection enforcement;
- liability/preservation;
- service \(=a=\beta\);
- Actionability;
- coercive Progress;
- reasonwise accounting;
- Service Transfer;
- bounded-delay transport;
- exogenous persistence;
- eventual-service equivalence;
- linear timely-service criterion;
- sharp settlement-friction collapse;
- Sharp Timely Service;
- deadline insolvency;
- temporal-modulus certification;
- closed-loop affordability;
- signed-account viability;
- bounded-liability necessity;
- cross-era Answerability;
- counterfactual non-capture;
- legitimacy;
- corrigibility/deference consumer.
Include exact source paths.
Supersession ledger
PR75's CONSISTENCY_AUDIT.md is a model for this.
Create a repo-level current/superseded map for the normativity/legitimacy program.
Important examples include:
- realized force as service → superseded by allocated authority;
- Surface Fairness as sufficient claim-service fidelity → not generally sufficient;
- contiguity as service primitive → replaced by transport for deferred service;
- rate-region picture → withdrawn;
- self-financing necessity → withdrawn;
- sharp persistence = depth-only → restricted;
- raw transport-error sum → normalized claim-weighted error;
- generic \(F_r\) scheduler-independence → false;
- generic persistence/serviceability conflation → resolved;
- generic “no reason competition” → only persistence benchmark; timely service can consume definite liability.
Do not rewrite historical rounds to pretend they never made these moves.
Instead:
$$ \boxed{\text{history remains history; canonical docs state the current theory.}} $$
Prior-art ledger — required
Create a repo-level prior-art document for the program.
Do not merely make a bibliography.
For each source or source family, classify its role.
Use categories such as:
Direct mathematical dependency
We actually use or inherit a theorem/construction.
Formal substrate
Our objects/theorems are built inside a pre-existing framework.
Conceptual dependency
The source materially shaped the theory or terminology.
Adjacent prior art
There is a close mathematical/conceptual analogue, but the present result was derived independently and is not logically imported.
Verification target
Our eventual theory should recover, explain, or subsume the source, but it is not an input.
Historical motivation
The source motivated the question but contributes no current theorem/interface.
For every entry state:
- exact citation;
- what we take from it;
- what we do not take from it;
- which current repo concept/result it bears on;
- whether there is a novelty / overlap question still needing literature review.
At minimum audit prior art around:
- Logical Induction;
- traderized deduction / finite-time coherence motivations;
- convex projection / separating-hyperplane geometry where relevant;
- measure contiguity / uniform absolute continuity;
- Gale–Hoffman or equivalent flow-feasibility results;
- interval scheduling / EDF / FIFO;
- online scheduling / competitive analysis where used;
- Farkas / dual certificates;
- truth-maintenance / assumption-based TMS insofar as it informs reason representation;
- Horty / reasons-as-defaults material actually used;
- Pettit / diachronic or reasons-responsiveness ideas actually used;
- Brandom / answerability if materially used;
- relevant imprecise-probability / normative-constraint work;
- Logical Induction / alignment literature feeding deference/corrigibility;
- Carroll et al. and other verification targets, if still part of the roadmap.
Do not claim philosophical dependence because a source happens to sound similar.
Do not claim mathematical novelty merely because the repo derived something independently.
Where novelty is uncertain, mark:
literature review needed
rather than guessing.
Use external web/literature search where necessary to verify bibliographic facts and mathematical overlap.
Wiki overhaul
The wiki should become the human-readable theory of the program.
Do not dump research-round prose into it.
Create or substantially update pages that make the agenda navigable.
A possible structure:
Home / Research map
One-page map of the whole agenda.
Why normativity?
What problem this program is trying to solve and why plain epistemic coherence is insufficient.
Settlement and normative interpretation
World / settlement / pins / bridge / endorsement.
Diachronic Answerability
Conceptual account, sourced from the PDF and current repo.
Actionability and normative force
What it means for reasons to exert corrective pressure.
Progress
Service-weighted and claim-weighted forms.
Liability and affordability
Why unbounded authority does not mean unbounded legitimate expenditure.
Serviceability
Claims, transport, timeliness, Sharp Timely Service.
Legitimacy
What the fixed-era theory gives and what remains missing.
Corrigibility and deference
Only the dependency/interface story, not a new theory dump.
Open problems / roadmap
Current research frontier.
Prior art
Curated explanatory view of the ledger.
This is only a candidate layout. Harmonize with the existing wiki conventions.
Repo documentation
The repo-facing documents should be drier than the wiki.
Create a canonical current-state document, perhaps under the normativity/legitimacy project, that contains:
- definitions;
- theorem statements;
- dependency graph;
- status labels;
- source paths;
- no philosophical salesmanship.
A strong agent should be able to start there and know what it may safely use.
Likewise create/update a roadmap that separates:
$$ \boxed{\text{closed}} \qquad \boxed{\text{active}} \qquad \boxed{\text{open but shaped}} \qquad \boxed{\text{missing idea}} $$
Do not simply copy PRIORITIES.md; reconcile it with the newly consolidated theory.
If old priority items are now obsolete because PR75 answered or reframed them, update them under the repository's demand-gating rules.
Reconcile the August consolidation
Do not discard:
projects/normativity/consolidation-aug9/
Treat it as a prior checkpoint.
Produce an explicit reconciliation:
Still current
Claims/interfaces that survive unchanged.
Refined
Same core idea, now with a better theorem or more exact interface.
Superseded
No longer part of the current theory.
Still open
Questions that remain unresolved.
Newly opened by later work
Questions that were not visible in August.
This should let a reader understand the intellectual movement from the August consolidation to the September checkpoint.
Do the same at a higher level for the diachronic-answerability PDF.
Reconcile Answerability with the new service mathematics
This is one of the most important conceptual tasks.
The consolidation should answer:
What does “an inherited reason has a claim on future normative capacity” mean now that we have a mathematical service theory?
Likely ingredients include:
- a claim stream \(c_t^r\);
- provenance;
- permissible service traces;
- transport from claim time to service time;
- semantic stability across the transport;
- explicit residual/deferral;
- finite insolvency certificates;
- no silent disappearance of unserved claim mass.
But do not simply define Answerability as bounded-delay scheduling.
The PDF may require a richer representation involving:
- defeat;
- disposition;
- content-preserving transfer;
- revision of the reason itself;
- prerequisite changes;
- conflicts;
- inherited burdens.
Identify the exact interface:
$$ \boxed{ \text{Answerability exports admissible claim/service/transfer obligations;} \\ \text{affordability determines which such traces the learner can safely realize.} } $$
or repair this if the sources imply something subtler.
New roadmap
Use the consolidation to produce a fresh research roadmap from the current state.
Do not inherit the old roadmap mechanically.
Ask:
Given everything now known, what is the shortest path to a theorem of legitimacy that is useful for corrigibility?
Strong candidate next stages include:
- certifying semantic/temporal transport
- where do the \(T3\) constants come from?
- especially across self-revision;
- cross-era Answerability
- what makes a later reason/service count as answering an earlier one?
- closed-loop affordability
- policy-dependent friction and empirical settlement;
- bounded-liability necessity / insolvency duality
- if still strategically important;
- counterfactual non-capture
- what protects the reason-generating/revision process itself?
- legitimacy theorem
- combine diachronic answerability/serviceability with the counterfactual pillar;
- deference/corrigibility consumer
- instantiate the legitimacy theorem in the successor/deference setting.
But reassess priority after reading all current materials.
Explicitly identify things that should no longer receive research energy.
Candidate legitimacy decomposition to test
The consolidation should seriously test whether the current theory supports a decomposition like:
$$ \boxed{ \text{Legitimacy} = \text{Diachronic Answerability} + \text{Affordability / serviceability} + \text{Counterfactual non-capture} } $$
where reasons-responsiveness / Actionability / Progress are mechanisms or consequences within those pillars rather than separate independent pillars.
Do not canonize this decomposition merely because it is attractive.
Compare it against:
- the diachronic-answerability PDF;
- the action theory;
- the Progress theory;
- PR75;
- the intended corrigibility consumer.
State whether this is now the best roadmap, a conjectural framing, or wrong.
Paper/extraction opportunities
As a secondary deliverable, identify which pieces now look independently paper-sized.
Do not start writing papers.
Possible candidates:
- traderization / finite-time LI strengthening;
- liability theory;
- Sharp Timely Service / normative serviceability;
- diachronic Answerability / legitimacy framework.
For each, state:
- core theorem/contribution;
- dependencies;
- novelty confidence;
- missing prior-art check;
- what would still need proving.
This should help distinguish research-program documentation from publishable claims.
Provenance and epistemic hygiene
Preserve existing round provenance.
PR76 should itself have explicit provenance.
Do not silently promote:
- exact-rational tests to proofs;
- finite enumeration to general theorem;
- a philosophical interpretation to a mathematical result;
- an agent-generated conjecture to a settled interface.
Use the repo's existing evidence classes where possible.
Where a theorem currently has only prose derivation + tests, say so.
Where Lean exists, say so.
Where a claim is conceptually attractive but not mathematically established, mark it.
Suggested canonical checkpoint artifacts
Use the existing repo/wikilayout where appropriate rather than forcing these names, but PR76 should contain equivalents of:
- CURRENT_THEORY.md
- minimal canonical theory and dependency spine.
- STATUS_LEDGER.md
- proved / test-supported / assumed / open / superseded.
- PRIOR_ART.md
- classified intellectual dependency ledger.
- ROADMAP.md
- current path from fixed-era serviceability to legitimacy and corrigibility.
- AUGUST_TO_SEPTEMBER.md
- reconciliation with the August consolidation and diachronic-answerability PDF.
- OPEN_PROBLEMS.md
- sharply scoped remaining problems.
- SUPERSESSION.md
- current-vs-old terminology/results.
- Wiki updates reflecting the same conceptual state.
- Root/project navigation updates so humans can actually find the checkpoint.
Do not create duplicate documents if an existing canonical file should instead be updated.
PR76 body
The PR body should itself be concise.
Do not reproduce the entire theory there.
It should state:
- this is a consolidation checkpoint, not a research round;
- PR75 is the mathematical endpoint it incorporates;
- which repo/wiki documents become canonical;
- what prior checkpoints it supersedes as the current human-facing view;
- that historical research rounds remain untouched as provenance;
- the major “solid versus open” boundary;
- any unresolved consolidation blockers.
Final audit
Before considering PR76 complete, test whether a fresh agent can answer from canonical docs alone:
- What is Answerability?
- What is Actionability?
- What is Progress?
- What is service?
- What is liability?
- What is affordability?
- What is Service Transport?
- What does Sharp Timely Service prove?
- What assumptions does it not construct?
- What part of legitimacy is still missing?
- Where does counterfactual non-capture enter?
- How is this intended to feed corrigibility?
- Which prior art is actually being used?
- Which apparent prior art is merely adjacent?
- What are the next three research problems?
- Which older concepts should not be revived?
If answering any of these still requires reconstructing research-round chronology, consolidation is incomplete.
Success criterion
PR76 succeeds when the repository has a single coherent September 2026 checkpoint in which:
$$ \boxed{ \text{the fixed-era mathematics is compact and trustworthy;} } $$
$$ \boxed{ \text{the diachronic philosophical theory is reconciled with that mathematics;} } $$
$$ \boxed{ \text{prior art and originality claims are explicit;} } $$
$$ \boxed{ \text{settled, assumed, superseded, and open work are visibly distinct;} } $$
and
$$ \boxed{ \text{the shortest current path to legitimacy and corrigibility is legible.} } $$
Do not begin the next substantive research round inside PR76.
PR76 is the checkpoint from which that next round should be chosen.

September 2026 checkpoint
This is the current human- and agent-facing view of the normativity / diachronic-answerability / legitimacy program. It is a consolidation checkpoint, not a research round: it proves nothing new and settles no definition. Its job is that a reader should never have to reconstruct the theory by reading research rounds in date order.

Status
**agent-consolidated from merge.** This tree is frozen as a record of what the program held on 1 September 2026: ORIGIN.md is the receipt, its paths are in the specification list in tests/path_gate.py, and future work builds on it rather than into it. Edit it for a correction, a scrub or a supersession, say why in the commit, and record substantive edits in DECISIONS.md.
The wiki is not frozen and never is. The human-facing pages are outside this tree and are expected to move as understanding does.
What this checkpoint supersedes, and what it does not
It becomes the current human-facing view of the program's state, replacing the practice of reading projects/normativity/legitimacy/rounds/ chronologically.
It supersedes nothing. The August 9 consolidation remains authoritative for its own content and is reconciled, not replaced (AUGUST_TO_SEPTEMBER.md). Every research round remains untouched as provenance, including the ones that got things wrong — SUPERSESSION.md records which statements are no longer current without editing the documents that made them.
The one thing to take away
The program divides into four layers, and the division is load-bearing:
I fixed-era normative dynamics closed for research sequencing II diachronic legitimacy across revision structural core consolidated; semantic transport and authorized disposition open and load-bearing III counterfactual non-capture open IV corrigibility / deference consumer downstream
"Closed for research sequencing" means the question is answered well enough to build on unless a contradiction appears. It is not an evidence class — almost all of Layer I is paper-derived and test-supported, not formally verified, and STATUS_LEDGER.md governs any claim about how strongly something is established.
The affordability round is what closed Layer I in that sense. It answers when can standing normative claims receive safe, affordable, timely, progress-producing service? It does not answer which reasons survive a self-revision, when one reason may defeat another, how content transports across representational change, what makes a successor answerable to a predecessor, how to prevent manipulation of the reason-generating process, counterfactual non-capture, legitimacy, or corrigibility.
Status and evidence
Nothing here is a registered claim. Three narrow Lean declarations underlie the enforcement layer; everything else is paper-derived prose proof plus exact-rational fixtures, which is test-supported at best and not citable as proven. A finite fixture computes an instance; it does not verify a statement quantified over infinite horizons. STATUS_LEDGER.md is the row-by-row account.
Known blocker to a complete consolidation
None. The one input that could have been unavailable — the diachronic-answerability note — was read in full and is reconciled in ANSWERABILITY_AND_SERVICE.md and AUGUST_TO_SEPTEMBER.md Part B.
Verdict
NORMATIVITY-PROGRAM-CONSOLIDATED-SEPTEMBER-2026 — the fixed-era layer is compact and its boundary is explicit; the diachronic conceptual theory is reconciled with it, meeting exactly at divergent attention, where the note's service dichotomy ends and the mathematics of defect begins; prior art is classified by role with three probable rediscoveries named; and the shortest path to legitimacy runs through certifying semantic transport and a theory of authorized disposition, not through further fixed-era work.
