It is a claim about belief rather than authority, and the program's notion of legitimate influence is now the causal one: the committed payload factors through the declared reason trace at a fixed principal policy, with the trace blind to the prohibited channels, and the verdict is free to change radically under admissible reasons. The deference line's older target retains one queued decision (what succeeds item 28); the endpoint-preservation decision leaves the queue.
